Board committees
In addition to our regular meetings, the Board of Education also operates several committees which help guide the work of our district. Members of the public are welcome to attend any and all of these committee meetings.
The City School District of Albany Audit Committee is charged with leading the Board of Education’s work to oversee the annual audit, the internal audit function, and the claims audit function as well as assisting with understanding and implementing corrective action plans.
Key responsibilities of the committee include:
- Reviewing audit procedures, outcomes, and corrective action plans in coordination with the School Business Official and external and internal auditors.
- Selecting areas for special area audits in consultation with the School Business Official.
- Monitoring performance of other Audit functions including Internal and Claims Audit functions.
The Board Audit Committee meets on an as needed basis, typically four to six times per year.

The Board Audit Committee is a Board Committee constituted under Board Policy 2250 to make recommendations to the Board and may not act on behalf of the Board. The Board may accept, reject, or modify all or any part of a recommendation, or may return recommendations to the committee for further study.

The City School District of Albany Facilities Committee is charged with leading the Board of Education’s work to oversee the district’s work to develop physical facilities in a manner that addresses economic concerns, quality education needs, safety, durability, maintenance, insurance and flexibility.
The Committee gathers input from vested parties as appropriate, including the Superintendent and Cabinet, Board members, District employees, students and families, and community members and works closely with the statutorily required Health and Safety Committee.
Key responsibilities of the committee include:
- Coordinating and reviewing short-term and long-range planning initiatives including the Comprehensive long-range facilities development plan, and the Five-year capital facilities plan to develop plans that effectively balance economic concerns, quality education needs, safety, durability, maintenance, insurance and flexibility.
- Ensuing the quality of construction and absence of safety violations during District construction projects including meeting with the Construction manager during ongoing construction.
The Board Facilities Committee typically meets monthly. The Health & Safety Committee is constituted as required by 8 NYCRR 155.4 and 155.5 and further described in Policy 8112 Health & Safety Committee.

The City School District of Albany Government Relations Committee is charged with leading the Board of Education’s work to advance the District’s interests with other governmental entities. The Committee works to cultivate strong relationships with all governmental entities such as the City of Albany, Albany County, New York State, including the Board of Regents, and the United States federal government, as well as with advocacy organizations including the NYS School Boards Association and the Conference of Big5 Schools. The committee has a special emphasis on advocating for the District’s financial and policy interests at the state level.
Through these activities, the Board strives to ensure that the needs and interests of the District’s students and families are effectively represented and supported at all levels of government.
Key responsibilities of the committee include:
- Drafting Annual Legislative Priorities: The Committee is responsible for developing the District’s New York State legislative priorities, which the Committee presents to the full Board for approval each fall. These priorities define the District’s key advocacy positions annually and inform the District’s legislative outreach activities. The Committee gathers input from vested parties as appropriate, including the Superintendent and Cabinet, Board members, District employees, students and families, and community members.
- Communicating Effectively with Representatives: The Committee works to establish effective communication strategies that ensure representatives of all governmental entities are informed about the District’s initiatives and activities. This includes organizing regular meetings with key representatives, and distributing updates via both paper and digital channels to maintain strong, ongoing relationships and engagement.

The City School District of Albany Policy Committee is charged with leading the Board of Education’s work to develop written policies that clearly define the District’s goals and objectives and reflect the Board’s vision, define roles and responsibilities, provide the Superintendent and District staff with clear guidance, and allow for flexibility that is needed for day-to-day operations. Key responsibilities of the committee include:
- Reviewing policies: The Committee is responsible for proposing new and changed policies to the full board. The Committee works closely with staff leadership for each policy as assigned by the Superintendent, and with the district’s legal counsel. The Committee ensures that appropriate input is gathered from interested parties including District employees, students and families, and community members.
- Ensuring that all district policies are reviewed regularly: The Committee is responsible for working with the Board Clerk or other assigned district staff to maintain a record of all policies and the last date of last review, and ensuring all policies are reviewed on a regular cycle.
- Considering the need for new policies or out of cycle revisions: From time to time, new policies are needed, and existing policies need to be reviewed outside the routine review cycle. The Committee is responsible for keeping abreast of new state regulations, emerging technologies, or new initiatives which may require new or changed policies, and considering recommendations from any interested community member including Board Members, the Superintendent, District faculty, staff, students, parents, taxpayers, or other members of the community.

The Ad Hoc Routine Consent Committee reviews the processes related to the preparation and communication of information that the Board uses to review Routine Consent items, recommend refinements to the process and forms to the full Board, and recommend any necessary changes to Board Policies and Team Operations Manual sections for review by the Policy Committee.

The Building Visitation Committee is a "committee of the whole" which means that all board members are on this committee.
Board members visit each school each year to better understand how the district mission, vision, goals, and policies are implemented, to build relationships with building principals and staff, and to celebrate school accomplishments.
Typically this committee does not have separate meetings. Instead, topics are discussed during board meetings.
The chair’s primary role is to provide administrative oversight and support to ensure that every school receives a visit each year, and that the school visits are accomplished consistent with relevant laws and policies.
